I've never actually done it, but in principle it should work as long as you make sure that you don't protect the trash base with artillery as that will eventually stop biter attacks. Even though the storage chests will be low priority for the biters to attack, they should still attack it once it's "in the way" - which it should be with the crush of biters being shoved against it. They'll push all the trash into the storage chests, which will be destroyed the next time biters attack and then the construction bots will rebuild it and you have another empty storage chest ready to accept garbage. Then you just have to unload the garbage trains into active providers. Make sure it and it's ilk outside the walls are the only storage chests in the network. At that spot put down a storage chest - make sure it's in construction bot range.
